Development of Industrial Tourism and Cluster Policy

Rector of Omsk State Agrarian University, Oksana Viktorovna Shumakova, took part in the official signing ceremony of a tripartite agreement with the Ministry of Agriculture, Food and Processing Industry and the Museum and Exhibition Complex “My History” to launch industrial tourism in the Omsk Region.

The development of industrial tourism and cluster policy is one of the key priorities of the regional government in the context of the federal agenda. In the spring of this year, the Omsk Region hosted industrial leaders from across Russia during major events, including “Industry Days in the Omsk Region” and the forum of the Association of Clusters, Technoparks, and Special Economic Zones “Cluster Dialogue”.

Rector of Omsk SAU, Oksana Viktorovna Shumakova, participated in the solemn signing of the tripartite agreement with the Ministry of Agriculture, Food and Processing Industry and the Museum and Exhibition Complex “My History” on the launch of industrial tourism in the Omsk Region. The signing ceremony was held with the participation of the Governor of the Omsk Region, Vitaly Pavlovich Khotsenko, and the General Director of the Agency for Strategic Initiatives, Svetlana Vitalyevna Chupsheva. (Note: The Agency for Strategic Initiatives (ASI) is a Russian autonomous non-profit organization established by the Government of Russia to implement a set of measures in the economic and social spheres).

Omsk SAU has long been engaged in the field of agritourism. The university was among the first in the region to launch a scientific excursion route “Omsk Tourism: Agrarian. Scientific. Engaging.”

Overall, it should be noted that the Omsk Region ranks second in Russia in terms of participation in the educational program “Open Industry”. In 2024, more than 800 people from 72 regions of Russia registered to undergo training under the nationwide program.

The leading regions in terms of participant engagement were:

●      Moscow,

●      Omsk Region,

●      Sverdlovsk Region,

●      Chelyabinsk Region,

●      Volgograd Region.

In 2023, the application submitted by the Omsk Region team for the development of industrial tourism took 3rd place among 67 regions of the Russian Federation. Following training in the Accelerator program, the region gained 30 specialists in organizing industrial tourism.

In 2024, new participants joined, and the regional team prepared and submitted a new application to the Agency for Strategic Initiatives. Currently, all applications are undergoing technical review.

As part of the signed agreement, Omsk SAU will also be an active participant in the program — university staff will undergo training in the second wave of the “Open Industry” educational program.
