Omsk State Agrarian University discussed staff training for the region's economy using the "School – University – Business" model

The meeting, organized jointly with the Ministry of Agriculture, Food and Processing Industry of the Omsk region, was held as part of the business program of the Agrotechnical Exhibition Fair AgroOmsk-2024.

The open conversation was attended by representatives of the Omsk State Agrarian University, the Ministry of Agriculture, Food and Processing Industry of the Omsk region, heads of municipal districts, heads of agriculture departments of municipal districts, heads of leading agricultural enterprises in the region, chairmen of committees on education of municipal districts, directors of educational organizations of the Omsk region.

The following issues were discussed:
- the reasons for the shortage of qualified personnel in agriculture;
- professional orientation of rural youth;
- directions and prospects of training and employment of graduates;
- tools for attracting and retaining young personnel in rural areas, the experience of using such tools by employers.

The agro–industrial complex is the most important sector of the Omsk Region's economy and it is important that it becomes attractive to young people, as it is impossible to introduce new technologies and develop agricultural production without securing qualified specialists and young people in rural areas.

Attracting personnel to the agro–industrial complex of the region is a set of measures that must be taken from school. The region's production facilities are becoming more technologically advanced and qualified specialists are needed to ensure their work.

Starting this year, school-university-business model education will be implemented in our region. The project is aimed at introducing schoolchildren to agricultural professions and training personnel for the agro-industrial complex.

At the moment, 10 schools from 9 districts of the Omsk region, where the project will be implemented, have already been selected. The list of enterprises to which schools will be assigned is still being formed.

The participants of the round table noted the acute shortage of personnel in agriculture, which has developed at the present time, and the weak motivation of schoolchildren to acquire agricultural professions.
There is concern about the lack of interest of enterprises and students in targeted training. Employers are not ready to conclude contracts on targeted training due to their unwillingness to pay social guarantees during the student's studies (monthly payment of a scholarship in the amount of at least 2,056 rubles), the lack of a program to develop the company's human resources, and unwillingness to wait for a ready-made specialist for 4 years.

Schoolchildren and vocational students who enroll in higher education programs are not ready to go to targeted training due to their unwillingness to work for three years at an enterprise, due to the low level of wages offered by employers.

The participants of the round table expressed confidence that purposeful, systematic work on the issues of staffing the agro-industrial complex of the region will contribute to the successful development and preservation of the personnel potential of agricultural enterprises, increase the efficiency and consistency of career guidance activities and attract young people to enterprises in the region.

Following the discussion, the participants of the round table recommended:

The Ministry of Agriculture, Food and Processing Industry of the Omsk region will continue to provide social support measures to young professionals when applying for employment with agricultural producers, as well as reimburse agricultural producers for the actual costs incurred under concluded apprenticeship and targeted training agreements with students, as well as costs related to wages and accommodation for students involved in practical training or working for agricultural producers;

·          continue providing subsidies to local budgets to reimburse part of the costs to organizations and individual entrepreneurs engaged in the processing and (or) production of agricultural products, for additional professional education of managers, specialists and workers of mass professions;

·         continue work on monitoring the current and prospective staffing needs of agricultural enterprises and processing industry enterprises;

Omsk State Agrarian University, heads of agriculture departments of municipal districts of the Omsk region, with the support of the Ministry of Agriculture, Food and Processing Industry of the Omsk region will develop a roadmap for the development of targeted training mechanisms and the organization of targeted training for 2025.

Omsk State Agrarian University, heads of education committees of municipal districts of the Omsk region, heads of educational organizations, together with the Institute for Educational Development of the Omsk Region will develop a career guidance program for schoolchildren aimed at increasing interest in obtaining agricultural professions and university admission to higher and secondary vocational education programs, including targeted training.

The chairman of the association of agricultural producers "People's farmer of the Omsk region", heads of departments of agriculture of municipal districts of the Omsk region, heads of agricultural enterprises will prepare applications for training of employees according to programs of additional professional education for 2025.

Omsk State Agrarian University, heads of education committees of municipal districts of the Omsk region, heads of educational organizations, heads of agricultural enterprises will continue work on the formation of agroclasses according to the "School-University-Business" model;

·         expand the participation of the professional community in the development and implementation of educational programs of higher and secondary vocational education.

Omsk State Agrarian University should develop new educational programs, update the existing ones, taking into account and in accordance with the requirements of employers, and work on the implementation of an independent assessment of graduate qualifications.
